This sentence absolutely, positively requires the verb “are” rather than “is”.
The words “tights”, “pants”, “shorts”, “panties”, and lots of others are always treated as being plural in English and require “are”.

Sorry, but Inna is not “buxom”.
Buxom women are the likes of Kelly Brook, Carol Goldnerova, Monika Benjar, Peach, Milly Morris, Aria Giovanni, Sofia Veregara, Tyra Banks, Laetitia Casta, Marisa Miller, and even Elle Macpherson, whose bosom has grown as she has aged from 20 to 40, and who now wears a D-cup brassiere.
